The U.S. Department of Housing and Urban Development created nearly 400 Continuums of Care (CoC) — local planning bodies in every state that coordinate housing and services for homeless people. The Howard Center identified 54 CoCs, highlighted below, where median rent is about a third or more of median income, the point at which homeless rates rise sharply. They are concentrated on the East and West Coasts.
